Is there any way to add the songs that closers come out to, like enter sandman or smoke on the water

Well, I suppose one could edit the audio to have the track playing in the background, but it would also play at incorrect times. For example, if the "Enter Sandman" audio was added to the audio that announced Mariano Rivera coming into the game, you would hear "Enter Sandman" when he's brought in, but also, if he completed the save, when the announcer says that he gets the save, you would also hear the audio at that time.

how would i add it to play at both times, b/c both is better than neither.

You would need to extract the audio from whatever file it's located in, add the background music to the Mariano Rivera audio, check it and repack it.

How to unpack and repack it, though, I have no idea. I know it can be done, though. One the the audio modders should be able to do it.
