In addition to what others have recommended, you can also adjust the "user runner streal delay" slider in gameplay tuning. - for shorter delay between the cpu pitcher beginning his windup and the user baserunner beginning his steal. example: -30 starts for the base faster than -10, and -10 starts faster than 0 which is the default.
