The reason that happened is because you are using "6.5 rosters plus" without the models.big. You really need to read the readme to avoid such problems. In the models.big I uploaded Freeman's face is 461 & he is black. You are using 461 as a face, but you are probably using the default models.big (or an earlier version of one that was put together before Freeman's cyberface was uploaded) that came with the game which assigned that cyberface number to another person. I already knew the reason, I didn't bother doing the whole models.big thing b/c I knew the 7.0 rosters are coming out soon, and I just downloaded 6.5 sometime last week.
