I've been in online racing for a long long time (retired now) and for the game grand prix legends people created a program that had a list of available races and a chatroom (IRC). The chat-part was run by a IRC host. they only needed a server for the racelist but that wasnt too heavy. You basicly connected tru IP to IP as well.
