To stop the crowd swaying, you'd have to go into each individual stadium file (or create a file to do it for you) and edit the crowd bitmap - there are 4 lines, and, appropriately, 4 different stages of the crowd animation. Set the 4 lines of the crowd to be the same and repack and the crowd will be as good as statues in-game.
