I don't really know if there was a home/road rhyme or reason...I'm also not sure if they pants had elastic waistbands or traditional belts, since the uniforms were always worn untucked - but the game can't replicate that, so I just erred on the side of caution and assumed that they had elastic, since it was the 1970's and all. Look closely and you can even see a mesh pattern, which was very common for their jerseys from that era. I actually tried making them once, but if you leave a transparent area on the pants, it just shows up as invisible in the game.
