That file just controls whether a team resigns a player, based on age and how many stars he has. It will be something like 28 4 90 28 being the age. 4 being the stars. 90 being the percentage likely to resign. In actuality it's done like the flip of a hundred-sided die, so it's just a chance that he'll be resigned, no brains involved from the team, nothing smarter that can be done about it.
