Wouldn't that be legal since they're not charging for it? If not they could just give links to "fansites," like here, that have roster updates. Even so, plenty of sim games without licensing rights, like OOTP, sell plenty and are immensly popular among PC users. The mobile version has no player names and no team names, just cities and there are more than 30 cities.
