Can someone change my settings file?

Recently, I replaced my graphics card which died on me, with an exact same model (bought it as a buy one get one free on special at some store in Hong Kong.) However, unlike the previous card, this one doesn't let me change the stadium textures, player detail and 3d crowd density (basically, it locks me out from doing so) and it also automatically changes resolution settings back to 640x480, no matter what I do. So instead, I have to play with default low stadium textures, low player detail and models(which make them look like players from ASB 2001 on N64), even while using the same type of card which worked perfectly (no choppiness at 800x600) with all those settings at high.

I would appreciate if someone could help me change the aforementioned settings by downloading the file attached, placing it in their settings folder (backing up their own), and then changing in "Video Options" the resolution to "800x600" and Stadium Textures to "High" and in-game, changing "Player Detail" and "3D crowd density" in "Detail Settings" to "High".

I want to experiment to see if this works, because it has in the NBA Live series, where people without option to lighting have been able use lighting by uploading their settings file and having it activated by those who can turn on lighting.
