He did catch it, but it will not go down in the stat book as a catch and lateral. The pass was never completed to 13, because 13 never had control of it. The deflection was caught by 22 (which is a great number I might add) for the TD. So to make a long story short, the QB gets credit for the TD pass to number 22, via 13.
