If you mean like at the start of the 2003 offseason going into 2004, the best one all depends on who you really think it is, but there are a few really good ones available. The top 2 are Ivan Rodriguez and Greg Maddux, unless you think someone else better than them is available.

Beltre, Glaus, Percival, Garciaparra, Delgado, Sexson, Pedro, Dye, Pavano, Beltran, Kent, Alou.

Those are the big names that I can think of.

A team and a player go to arbitration when they cant agree on a good contract agreement, but they are still interesting in trying to work things out.

A arbiter is basically a 3rd party, he evaluates the two sides, and looks at how good or bad the player really is, and then he sets the price. After that the team and player have a chance to both agree to that, if they dont, the player becomes a free agent.
