Look under Start>All Programs>2K Sports. You will see Safe Mode. @OP: Do you have any idea why it went into Safe Mode to begin with. Immediate suspects are video card drivers. You update those recently? Has the game ever played properly? Also what are the specs of this computer? If you don't know it all, please at least list the CPU, amount of RAM, and the video card.
