1998 Fox Overlay

I was hoping to be able to create this but with the lack of an overlay tutorial, I'm having to resort to requesting for someone to do this for me. Basically I'd like to have the overlay that feature in the videos in the link I've provide, sadly this is all the reference I have of this overlay because I cannot find screencaps or anything anywhere else.
