MarkB
Yes, it's a Java executable. If it doesn't run when you double-click on it, associate it with the Java runtime and you should be good to go.

Micropterus58
Make sure you have the Java Runtime installed. This page will also let you know if you have Java installed. Click on "Do I have Java?" Or you could look for the applet in your Control Panel. After that you should just double click on the JAR file. http://www.java.com/en/download/

MarkB
 As Micropterus said, go to that site, click "Do I have Java?". If it recommends an update or says you don't have Java, download and install it. If you already have the latest version, right-click on the .jar file, click Open With..., then browse to the javaw.exe file. Select it, then click Open, then OK in the Open With window. Chriswin689908
Oh my, thanks man i got it to work, is it anything to do with me moving the dll files into my java area.
MarkB
If Java has been installed correctly, nope, you shouldn't have to move any .DLL files related to Java anywhere. In fact, if you don't know what you're doing, you shouldn't be moving .DLLs around anyway. Glad you got it working.
mcoll
there also one other way to know if you have jav or not. if you click Nba2k10ModTool.jar and it keeps acting like a zip file, you might not java installed or it not installed currently, and would need to reinstalled. that happened to me. java was messed up in my case.
