hey I got a couple of questions I wanna ask before I make a decision

1. How do you use these mods on this game because I never heard of it and I wanna use the NPB mod I found.

2. Can you use real Major leaguers on this one likeI can trade Hoffman from the Padres to the Bay Stars for example.

3. on this mod is there a dynasty mode.

1. Answered multiple times already. Try a search.

2. Yes. Use MVPEdit and you can make your own rosters. You could export a player from one roster and add him to another.

3. Yes. Any total conversion mods are just add-ons, they don't change the core functionality of the game, they add to it in one way or another. How functional it is, however, depends on what the modder(s) intended for the mod.
