I believe that's how Total Conversion mods are uploaded. Another solution would be for you to try the 7z format. It compresses files better than .RAR. I believe that's how Total Conversion mods are uploaded. The TC mods are uploaded by using a special FTP area that Trues setup. Dylan's suggestion of using 7Zip is a good one. You could also break up the download into smaller sized files.
