Owner Mode Fan Happiness

I am running the total classics 94 mod. I am in my fourth season of owner mode and this problem has been happening since year one. The problem is that no matter how successful I am my fan happiness reaches a maximum of 1.5 heads. This includes winning 130 games the AL pennant and World Series.

Now I assumed it was due to my team's low ranking (because I use players like A-Rod when they are still 19/20/21 etc. for my entire MLB team and just have them grow into their talent with progression.) so I just raised everyone's potential to 5 stars during the season in order to increase their bar rating and the team's overall rating. This helped in year one and did not make a difference in year two or three.

I am now in year four and extremely fed up so I started experimenting with what the problem could be (running simulations to the end of the year and several years ahead but the problem does not resolve itself I just go too far into debt and get fired from the team) and I realized that my payroll was apparently too low. (many of the players were still on long-term minor league deals.

So what I did to fix this problem is give two of my players maximum 25.6M 7yr contracts and that raised the payroll high enough that my fan happiness leaped from 0.5 heads to about 2.75 heads. This was high enough to sell $60 lower deck seats at 65% in an impact6 game against a team with the lowest rank. I was happy with this.

The problem has now returned just about one month of the season later. The fan happiness is now down to just below 1 head. I tried experimenting once more and nothing seemed to make the difference. I am convinced there is some sort of bug but If I am wrong and there is a miracle fix I would love to know it.

I'd really love to avoid falling into debt so far that I get fired and waste all the time I put into this owner mode. I play one game per series so that's about 57 a year plus playoffs, plus managing the other games I don't play. Too much investment to throw away I really enjoy playing and was so excited to get my owner mode finally working only to run into a problem like this.

I will give any suggestions a try. Please note that I've re-installed already.
