Fix chopiness? A stationary cam. Mod makers please??

I was looking through the instant replay feature and noticed that when I have the camera stationary there is no choppy ball movements.

So I had this idea of a "press box" view when the ball is hit. The key is that this camera should not move.

The view would need to be like this:

I know the players would look very small but I played Baseball Pro 98 with this view and loved it. Can a camera mod maker do this? That would be sweet.
